Spending on IT personnel and external services is shifting so much that the traditional, 100% onshore, insourced IT organization will soon go the way of the dodo. Cost has always been a factor, but the difficulty IT management is having locating and acquiring the right skills at the right time is intense—and worsening. The primary beneficiaries of these pressures have been Indian service providers.
